Talia Brandt did everything the guides told her, and the network found her anyway.

She left in March 2035 with one bag and a phone she'd bought with cash. No accounts under her real name. Location services off. She paid for the rented room in Tucson with prepaid cards, ordered nothing to the door, and kept the phone in a foil sleeve she opened only to check the time. For six weeks the man she'd left did not know which state she was in. She had read that this was possible. People used to vanish. The trick, the old forums said, was to stop feeding the machine.

The trick stopped working on a Thursday. A weather app she'd installed the first night, the kind that asks for your location so it can tell you it's hot in the desert, had been quietly broadcasting her coordinates to a chain of companies she had never heard of. One of them sold a feed to a "people search" service. For nineteen dollars, her ex bought a report that put her within a block of the room. He was waiting outside the laundromat on Fourth when she walked out with her clothes still warm.

Talia survived that morning. Plenty of people in her position did not. Her story is small, but the system that produced it is the largest single fact of the 2036 internet, and it was built, plank by plank, out of conveniences that everyone agreed to.

A tool for connection

The thing was sold as the opposite of a cage. The early internet was freedom: a library that answered any question, a town square that reached the planet, a place where a person at the margins could find a voice, a buyer, a community. That promise was real. It still is. The same network that mapped Talia also let her find the shelter that took her in.

But every connection leaves a trace, and the business that grew up around the network was built on harvesting those traces. The scholar Shoshana Zuboff gave it a name in 2019: surveillance capitalism, the practice of claiming private human experience as free raw material, turning it into behavioral data, and selling predictions about what you will do next.1 The product was not the search box or the social feed. The product was you, rendered as a profile and sold to whoever wanted to reach you, or find you.

For a while the scale of it stayed hidden, until insiders pulled back the curtain. In 2013, Edward Snowden's disclosures showed that the U.S. National Security Agency was reaching directly into the data of the major tech platforms, sweeping up communications at a scale the public had never imagined.2 In 2018 the Cambridge Analytica affair revealed that the Facebook profiles of up to 87 million people had been harvested and fed into political targeting; the company was fined five billion dollars the next year.3 Each scandal landed, briefly horrified everyone, and changed almost nothing about the underlying machine.

The map filled in

What made the system inescapable was not the spies. It was the ads.

To show you a banner, the modern web runs a silent auction in the milliseconds before a page loads, a process called real-time bidding. Your device announces what it knows about you to a crowd of potential advertisers so they can bid: your interests, your device, and very often your precise location. In 2022 the Irish Council for Civil Liberties documented the volume. In the U.S. and Europe, this data about ordinary people was broadcast 178 trillion times a year.4 Every one of those broadcasts is a copy of where someone is, scattered to companies under no obligation to forget it.

Those companies are data brokers, and their inventory is movement. They buy location from apps like Talia's weather app, stitch the pings into trails, and sell the trails. For years the trade ran in the open. In 2024 the U.S. Federal Trade Commission settled with the broker X-Mode, also known as Outlogic, and for the first time banned a company from selling sensitive location data outright, citing how its feeds could expose visits to clinics, shelters, and places of worship.5 One enforcement action against one broker in an industry of hundreds. The map had already been drawn.

The state simply bought a seat at the same table. Rather than seek warrants, agencies purchased location data on the commercial market, the same feeds an advertiser used. The courts noticed the stakes. In 2018, in Carpenter v. United States, the Supreme Court ruled that police generally need a warrant to obtain the cell-site location history that maps a person's past movements, because that record is too revealing to grab freely.6 The ruling was a wall around one door. The advertising data flowed through all the others.

Who won, and who paid

By 2036 the reversal is complete, and quiet. The tool built to connect people became the most detailed record of human movement ever assembled, owned not by any single government but by a market. Connection and surveillance turned out to be the same wire. You cannot use the one without producing the other.

The winners are the platforms and the brokers who turned attention and location into the richest data economy in history. The states won too, gaining a view of their populations that no secret police of the last century could have built, and gaining it by invoice instead of by force. The ones who paid are everyone, but unevenly. For most people the cost is abstract, a creeping sense of being known. For the dissident, the journalist whose phone was infected by commercial spyware,7 and the woman trying to outrun a dangerous man, the cost is concrete and sometimes fatal. The unevenly distributed future lands hardest on whoever most needs to be invisible.

Talia is somewhere else now, in a city she asked me not to name. She still carries the foil sleeve, more talisman than shield. She knows what she learned the hard way and what the rest of us are still pretending isn't true: there is no off switch on a tool that was designed, from the beginning, to watch.
